Fellowship Hall Rental Policy and Booking Process

1 Purpose
The Fellowship Hall at ICOM is available for rental by community members and outside groups for events that are consistent with the values and mission of the Islamic Center of Owings Mills. This document outlines the process for booking the hall, the fees that apply, and the rules that govern its use.
2 How to Book
To request use of the Fellowship Hall, contact Amna at amna@icommd.org with the following information:
- Requested date and time, including the setup and breakdown windows
- Type of event and expected number of attendees
- Contact information for the primary organizer
A booking is not confirmed until a signed copy of this policy is on file and full payment has been received. ICOM recommends submitting requests at least three weeks in advance to allow time for review and to avoid scheduling conflicts.
3 Rental Fees

This fee covers use of the Fellowship Hall for the agreed-upon time window and standard post-event cleaning performed by ICOM staff.
4 Setup, Breakdown, and Security Deposit
Setup and breakdown of tables, chairs, and any equipment used for the event are not included in the rental fee. The renter is solely responsible for setting up before the event and returning the hall to its original configuration immediately afterward.
Because this responsibility falls on the renter, ICOM requires an additional refundable security deposit at the time of booking:

The $500 deposit will be returned within seven business days once ICOM staff confirm that the hall was properly broken down, cleaned, and restored to its original condition. If the space is left in disarray, the deposit will be forfeited, in whole or in part, to cover ICOM's cost of restoring the hall.
5 Facility Rules
- No music, live or recorded, is permitted anywhere on ICOM premises.
- All events must pause for the five daily prayers (salah). Renters should build their event schedule around prayer times and coordinate with ICOM staff in advance; ICOM will share the relevant prayer schedule at the time of booking.
- No alcohol, illegal substances, or non-halal food or beverages are permitted on the premises.
- Smoking is not permitted anywhere on ICOM property.
- Attendees are expected to dress and conduct themselves in a manner respectful of ICOM's standing as a place of worship.
- Decorations may not damage walls, ceilings, or fixtures. Nails, screws, adhesive tape, confetti, and open flames are not permitted.
- The renter is financially responsible for any damage to the facility beyond normal wear and tear.
- Maximum occupancy may not exceed the posted capacity of the Fellowship Hall.
- ICOM staff may enter and inspect the event at any time and may end the event early in the event of a policy violation.
6 Cancellations
Cancellations made more than fourteen days before the event will receive a full refund of the rental and cleaning fees. Cancellations made within fourteen days of the event are non-refundable. The security deposit is handled as described in Section 4 regardless of cancellation timing, since it is tied to the physical condition of the hall rather than the cancellation itself.
7 Payment and Confirmation
Payment may be made by check, Zelle, or another method approved by ICOM administration, payable to Islamic Center of Owings Mills. A booking is confirmed only once payment is received in full and a signed copy of this policy is on file.
